Our Florida Assn. of Realtors has published a concise but thorough report titled, "What You Should Know about the 1st Time Homebuyer Credit."
The report details the main sections of the American Recovery and Reinvestment Act relating to the tax credit, such as dates, maximum amounts, effect on tax liability, income guidelines, and repayment.
It includes a Q & A Section on things like who is eligible, definition of principal residence, and how do you apply.
